Islamic Cultural Centre Trust Fund (Pilgrimage) Regulations 2001

[GN 149 of 2001 – 1 October 2001] [Section 14]

1. These regulations may be cited as the Islamic Cultural Centre Trust Fund (Pilgrimage) Regulations 2001.

2. In these regulations –

"Hajj" means the annual pilgrimage to the Holy places in Saudi Arabia performed during the islamic month of Zil Hijjah;

"Hajji" means a person going on Hajj;

"operator" means a person who provides services in relation to a pilgrimage;

"permit" means a permit issued under regulation 7;

"pilgrimage" includes the performance of Hajj or Umrah, or both;

"tasreeh" means the official document issued by the Saudi Arabian authorities certifying the suitability of any building offered for rent and the maximum number of pilgrims which the building may accommodate;

"Umrah" means a pilgrimage to the Holy places in Saudi Arabia, other than Hajj.

3. (1) No person shall act as an operator unless he holds a permit.

(2) No person shall hold himself, or promote himself by way of advertising, canvassing or otherwise, as an operator unless he is the holder of a permit.

4. (1) A person who wishes to act as an operator shall make an application for a permit to the Board in such manner as the Board may approve.

(2) Where an application is made under paragraph (1) in respect to Hajj, it shall be made before the twenty-ninth day of the Islamic month of Sha'baan and the applicant shall produce –

 (a) his National identity card;

 (b) the contract –

  (i) in original, in English and Arabic, made with any building owner or landlord in Saudi Ar
