Gambling Regulatory Authority (Government Lotteries) Regulations 1992

1. These regulations may be cited as the Gambling Regulatory Authority (Government Lotteries) Regulations 1992.

2. In these regulations –

"Act" means the Gambling Regulatory Authority Act;

"Committee" means the Lottery Committee set up under section 86 of the Act;

"lucky draw" means a special drawing carried out on the date fixed for the drawing of lottery tickets whereby a number, referred to as a "lucky number", attributable to a sold lottery ticket and being the actual number of a sold lottery ticket, is drawn and entitles the holder of the lottery ticket pertaining to the lucky number to participate at the next drawing of lottery tickets.

5. (1) The Committee shall be responsible for the printing, control and security of lottery tickets.

(2) (a) A lottery ticket shall be printed together with 2 identical counterfoils.

(b) The Committee shall issue every lottery for sale together with one of the 2 counterfoils, the other counterfoil remaining in the custody of the Secretary, and each such lottery ticket and counterfoil shall bear a serial number and a facsimile of 2 signatures of which one shall be that of the Chairperson or the Vice-Chairperson and the remaining one that of the Secretary.

(3) Any lottery ticket issued by the Committee under paragraph (1) shall, subject to such conditions as may be specified therein, entitle the holder thereof to participate in the drawing for such prizes as may be allotted in the lottery in respect of which such lottery ticket shall have been issued.

(4) (a) Subject to the other provisions of this paragraph, the Committee shall fix the number of lotteries for which tickets may be issued in any one year.

 (b) There shall not be more than –

  (i) 3 lottery draws in the month of December;

  (ii) 2 lottery draws in any other month;

  (iii) one lucky draw in each month and not more than 2 lucky draws in the month of December.

(5) Notwithstanding paragraph (3) and regulation 6, the Committee may, in respect of the drawing of lottery tickets for any month, with the approval of the Minister, award a consolation prize to the holder of a lottery ticket bearing a number comprising the same last 6 digits as the last 6 digits of the number of any lottery ticket drawn for the award of any prize.

(6) (a) Where it has come to the knowledge of the Committee that any lottery ticket which it has caused to be put on sale –

  (i) bears, as a result of a printing error, a serial number a
